REPORT OF THE SELECT COMMITTEE ON THE

APPROPRIATION FOR 1950-51 ORDINANCE

The Select Committee appointed to consider the Appropriation for 1950-51 Ordinance, 1950, together with the Draft Estimates of Revenue and Expenditure for the year ending March 31st, 1951, has the honour to submit its report.

HEAD 2

-

AGRICULTURE DEPARTMENT .

The Committee recommends provision of $20,000 to cover the rent of experimental and extension stations.

HEAD 3 AUDIT DEPARTMENT,

After hearing representations by the Director of Audit that his work was being seriously handicapped by the lack of staff the Committee recommends an increase of ten temporary Clerks at a cost of $18,000.

HEAD 5 - COLONIAL SECRETARIAT AND LEGISLATURE.

The Committee recommends the deletion of one vacant post of Administrative Officer and one vacant post of Messenger with a consequent reduction of $25,408 in Personal Emoluments.

FISH MARKETING ORGANIZATION.

The pensionable post of Registrar of Cooperatives on a now salary scale is to be filled by an Administrative Officer transferred from the Fisheries Department. The Committee recommends an increase of $7,680 in Personal Emoluments to cover this transfer.

HEAD 7B

VEGETABLE MARKETING ORGANIZATION.

The Committee recommends that the salary of a Motor Driver should be paid from market funds and the post deleted. This effects a saving of $1,340 in Personal Emoluments.

HEAD 9

EDUCATION DEPARTMENT.

The change in status of the former Aberdeen Fisheries School to a Government school results in a small increase of recurrent expenditure, amounting to $3,390, with which the Committee agrees.

HEAD 10

FIRE BRIGADE.

The Committee agrees to the substitution of one Woman Confidential Assistant Class II for two temporary Clerks and recommends an increase of four posts in the establishment of Firemen Drivers to provide adequate reliefs. These proposals increase Personal Emoluments by $3,120.

The Committee supports the recommendation of the Chief Officer of the Fire Brigade that his organization should be equipped with radio at a cost of $25,000.

HEAD 11

FISHERIES DEPARTMENT.

The Committee notes that the provision for an Administrative Officer is not required consequent on his appointment to the vacant post of Registrar of Cooperatives in the Fish Marketing Organization and that one post of Clerk Class III is not required. By eliminating these two posts a saving of $17,592 results in Personal Emoluments.
